Shalva Khutsishvili is a security sector governance expert. He brings a distinguished record of senior public-sector experience, having held high-level positions within both the Parliament of Georgia and key executive institutions, including the office of Deputy Minister of Internal Affairs. In addition to public-sector experience, he has a solid private-sector background in the international development business.
In the Parliament of Georgia, Mr. Khutsishvili worked extensively on the constitutional law, national security, and law-enforcement policy, contributing to the design of legislative frameworks and the enhancement of democratic oversight mechanisms. Within the executive, he played a substantive role in advancing institutional reforms across the Ministry of Internal Affairs and the Ministry of Corrections, Emergency Management Service, where his portfolio encompassed reforms and development, strategic planning, legal affairs, and cooperation with international partners and the donor community.
Mr. Khutsishvili has since worked in international advisory roles, providing strategic advice and technical expertise on security governance, critical infrastructure protection, cybersecurity, hybrid threats and institutional reform for programmes supported by international partners.
